High-Performance Work Systems, Organizational Structure, and Organizational Performance Across Countries

Developing the contingency perspective of strategic human resource management, we assess whether aspects of organizational structure (formalization and decentralization) moderate the relationship between high-performance work systems (HPWS) and organizational performance. Drawing on data from 387 organizations and 7187 employees in 14 countries, we find that both formalization and decentralization moderate the HPWS-organizational performance relationship across countries, HPWS and formalization are both independently associated with higher organizational performance, but when combined they are associated with lower performance. Decentralization is associated with higher organizational performance only in low-power- distance countries, where if combined with HPWS it is also associated with lower performance. Our findings suggest that across countries HPWS are optimized in less formalized organizational structures, and in low-power-distance countries HPWS are optimized in more centralized organizational structures.
