The industrial policy research discourse (2000-2020) ? a topic modelling approach

The financial crisis of 2008ff has triggered a restructuring process with dramatic consequences for the industrial landscape in Europe and other industrialized countries in the world. However, the policy response to the crisis basically meant a continuation of the (neoliberal) pro-market agenda. This paper asks whether and to what extent this policy persistence is also reflected in industrial policy research. In doing so, this paper applies structural topic modelling (STM) and analyzes abstracts and bibliographic metadata of ~7.500 research items published in wide range of different disciplinary outlets in the last two decades. A preliminary result of this analysis suggests that the reception of the crisis in industrial policy research took mainly place in heterodox/politico-economic journals while the overall policy discourse in mainstream economics remained largely unaffected. Further findings as well as implications for future research avenues are discussed.
