(University) support programmes and sustainable regional development: Why, how, and with what impact?

State universities in Germany have been transformed from an institution which combines teaching and research to one which has nowadays increasingly a third role in regional and economic development. In doing so, they support the strategic role of local governments in economic revitalisation of ailing regions and promote cooperation across agencies as well as stakeholder involvement in strategic processes at the local level. Our research follows a research design of a comparative case study with two units of analysis being applied: the university support programme and the activity of other actors. Four cases in Germany were analysed. To assess regional sustainability impacts are analysed comparatively in order to clarify when the university was the originator of the initiative and how it potentially passed it over to public actors as well as what level of public innovation was realised. This specifically contributes to guidelines for successfully implementing sector strategies in the area of sustainability and the natural environment and for integrating strategic management and resource strategies.
