Electronic Government (e-Government) is an emer-ging vision in public administration, which is based on modern net-work technology and telecoopera-tion. Yet, e-Government requires a re-thinking of the overall admi-nistrative processes and structures. Several factors influence the knowledge distribution in processes, people, technology and norms. In the private sector these forces emerge in other proportions than in the public sector. In this article knowledge issues specific for public administration are discussed in the relation processes - collaboration - norms - knowledge. These knowledge aspects are exemplified and discussed in the limelight of two administrative perspectives: citizens' access to authorities; three layers of administrative processes. In the conclusions open questions for distributing administrative knowledge are unfolded.
