In dieser Diplomarbeit wird der Forderung des Kapitel 28 der Agenda 21 nachgegangen, in dem die Gemeinden dazu anghehalten werden, gemeinsam mit ihren Bürgern und Bürgerinnen ein Lokale Agenda 21 zu erstellen. Anfangs wird das Thema Partizipation im allgemeinen politischen Geschehen erläutert. Anschließend wird speziell auf die Beteiligung im Agenda-Prozess eingegangen, wobei die Gemeinden eine wichtige Rolle spielen. Der Hauptteil der Arbeit konzentriert sich jedoch darauf, wie es von der Forderung des Kapitel 28 tatsächlich zu einer Lokalen Agenda 21 in einer Gemeinde kommt. Besonderes Augenmerk wird dabei auf die Bürgerbeteiligung gelegt, die sich wie ein roter Faden durch den ganzen Prozess von Anfang bis Ende durchziehen soll. Hervorzuheben sind dabei die Zielgruppen, die im Agenda-Prozess speziell angesprochen werden und eine Auswahl an diversen Methoden für Bürgerpartizipation. Abschließend werden noch zwei Agenda 21 – Prozesse aus Österreich und einer aus Deutschland vorgestellt, bei denen Bürgerbeteiligung eine führende Rolle spielt.

This dissertation treats with the chapter 28 of the Agenda 21, which invites municipalities to make out a Local Agenda 21 together with there citizens. At first participation is explained in general politics and following especial in the process of Agenda 21, where municipalities are particularly important. The main part of this work concentrates on the challenge, how the way goes from chapter 28 to a Local Agenda 21 in a municipalities. In this way the involvement of the citizens should be like a leitmotif over the hole process from the beginning until the end. Very important about it are definite target groups and some several methods of participation. Finally two Agenda–processes in Austria and one in Germany are presented, where participation of citizens plays an important roll in the process.
