Both optical dephasing and specific heat experiments have been performed on each of two rare-earth doped silicate glass samples. The temperature dependences of the effective homogeneous linewidth, Gamma_hom, of Eu3+ and Pr3+ in the two glasses are compared to those of the two- level- system contribution to the specific heat, CvTLS, between 0.4 and 12K. Within each sample Gamma_hom and CvTLS vary with temperature as T^alpha with the same value of alpha, alpha being different for the two samples. For the Pr3+-doped glass alpha=1.3 between 0.4 and 12K, whereas alpha=1.0 for the Eu3+-doped glass between 0.4 and 4.2K. The results are consistent with current theories that relate Gamma_hom and CvTLS at low temperature through the energy dependence of the TLS-density of states if a dipole-dipole coupling is assumed between the optical transition and the TLS. From the ratios of Gamma_hom to CvTLS it appears that the coupling strengths of the rare-earth ions to their respective glassy hosts are similar.
